Our Approach

Our Philosophy & Approach

Walking With Communities. Strengthening Voices. Influencing Policy.

At Pathways Policy Institute (PPI), we believe that meaningful and lasting change begins with communities. The people who experience challenges every day are also an important source of knowledge, solutions and leadership. Our work is therefore grounded in the belief that communities should not simply be consulted or treated as beneficiaries, but should have the knowledge, skills, platforms and opportunities to actively participate in shaping the policies and decisions that affect their lives.

Community-led Policy & Accountability
01 · Belief

Our Philosophy

Our philosophy is rooted in community ownership, evidence, participation and accountability. We believe that effective policy should respond to real community needs and that decisions are stronger when they are informed by both evidence and lived experience. We work alongside communities, civil society organisations, young people and government stakeholders to create safe and inclusive spaces for dialogue, learning and action. By strengthening the capacity of communities and advocates, we help transform local experiences and priorities into meaningful contributions to policy development and implementation.

02 · Method

Our Approach

PPI uses an integrated approach that connects research, capacity strengthening, community engagement, advocacy and accountability. We generate and analyse evidence on health, population, environment and climate justice; translate complex policies and budgets into accessible information; strengthen the skills of community and youth advocates; and facilitate constructive engagement between citizens and decision-makers. We then support communities and partners to use this evidence to advocate for responsive policies, better resource allocation and improved public services.

From Evidence to Action

We believe research should not end with a report. Evidence must be translated into action. Our approach follows a continuous pathway:

  1. 1Listen
  2. 2Research
  3. 3Build Capacity
  4. 4Engage
  5. 5Advocate
  6. 6Hold Accountable
  7. 7Influence Change

We begin by listening to communities and understanding their priorities. We generate evidence to understand the issues, build the capacity of those who can influence change, create spaces for meaningful engagement, and support evidence-based advocacy. We then promote accountability by encouraging communities and institutions to track commitments, resources and implementation.

03 · Together

Partnership at the Centre

No single organisation can create sustainable change alone. PPI therefore works through strategic partnerships and collaboration with communities, civil society organisations, government institutions, researchers, youth networks and other stakeholders. We value diverse perspectives and seek to build relationships based on trust, integrity, responsibility and mutual learning.

04 · Promise

Our Commitment

Our commitment is to walk with communities and support their capacity-strengthening needs so they can realise the change they want to see in the world. Through this approach, PPI seeks to contribute to a Kenya where communities are informed, engaged and empowered to participate meaningfully in policy development and implementation, and where public institutions are responsive and accountable to the people they serve.
